What is proposed at Arrow Junction
1,200 dwellings are proposed at Arrow Junction in the Queenstown Lakes District, on land identified by DP 601937 and held under two records of title. Everything else on this site follows from that one figure. This article is built from primary documents on the public record, cited by reference.

One thousand two hundred dwellings are proposed at Arrow Junction, in the Queenstown Lakes District. That is the figure the rest of this site is about, and every other number we publish is downstream of it.
A development of that size is not an addition to a place. It is a replacement of one. It arrives with its own traffic, its own water demand, its own waste stream and its own light, and none of those stay inside the boundary drawn on a plan. They travel along roads that already exist, into ground that is already there, and up into a sky that is currently dark.
This article sets out what is on the record, what follows from it, and what nobody has yet published. It makes no claim about anyone's intentions. It does not need to.
What is on the record
The land is identified in the public register by Deposited Plan DP 601937 and held under Records of Title RT 1174253 and RT 1174254. Registered against it is Covenant Instrument 13089567.5. Those four references are the spine of everything this site publishes about the site itself, and every one of them can be retrieved and checked by any member of the public.
The proposal is for 1,200 dwellings. That figure is not disputed here — it is the applicant's own, and it is the starting point rather than the argument.
What 1,200 dwellings brings with them
Three consequences are already on the record, and they are the reason this is a public-interest matter rather than a private one:
- Approximately 3,000 vehicle movements a day, loading onto State Highway 6, Gibbston Valley Road and the Crown Range Road approach. What that means.
- Approximately 1,000,000 litres of wastewater a day, ending in land application at Morven Hill. Where it goes.
- 2.8 tonnes of nitrogen a year, plus an unquantified phosphorus load. What the number means.
To those, add an effect with no published figure at all: the cumulative light of a settlement of that size in a place that currently contributes almost nothing to the night sky. That is under investigation, and we say so rather than estimating it.
The three roads
Geography does most of the work in this case. Arrow Junction's traffic has a small number of ways out, and each of them is already carrying someone else's journey. SH6 is the regional spine. Gibbston Valley Road is a local road serving an established valley. The Crown Range Road approach is alpine, with the gradient and weather exposure that implies.
Development traffic is not felt at the development. It is felt where it joins.
The scale of the assessment
Thirteen expert disciplines are engaged by this application. That number is the clearest available measure of its reach: thirteen separate bodies of professional knowledge, each of which has to be satisfied before anyone can honestly say the proposal has been assessed.
