This statement sets out how Ridgeburn Press will report the fast-track referral stage in the matter of the proposed development at Arrow Junction. It is issued in advance, deliberately, so that our standard is on the record before anything is reported against it.

This statement examines documents, not motives. Where the record is silent, we say so.

What we hold

We hold no referral application and no decision document — [Source to be added]. Nothing in this statement asserts that a referral has been sought, granted, declined or decided, and nothing here should be read as reporting that it has. What we are publishing is a policy about how such a document will be handled when we obtain it.

What a referral decision is, and is not

A fast-track pathway has two distinct stages. Referral determines whether a proposal is eligible to be dealt with under the pathway. The substantive decision determines whether the proposal is granted and on what conditions. A referral is not an approval; a proposal can be referred and then refused.

Reporting a referral as a consent is the single most common error in coverage of these processes, and Ridgeburn Press will not make it. Our explainer is published at How a fast-track referral works.

How we will report it

• As a document. The decision will be published or linked in full, with its issuing office, its reference and its date, and classified Council & Government under our published vocabulary.
• What it determines, and what it does not. Stated separately, so that the two are never blurred.
• What follows procedurally. Timeframes, participation rights and appeal positions as the document and the governing provisions state them — not as we assume them.
• What is unchanged. A referral decision does not alter the 1,200 dwellings, the approximately 3,000 daily vehicle movements, the approximately one million litres of wastewater a day, or the 2.8 tonnes of nitrogen a year. Process does not change physics.

How we will not report it

Referral decisions under a fast-track pathway are made by Ministers of the Crown acting in their statutory capacity. Where this site names a decision-maker — for example Chris Bishop, in his ministerial capacity — the reference is to the office and to the document, and to nothing else.

Ridgeburn Press will not state or imply why any decision was made. It will not characterise any decision-maker's reasoning, relationships or interests. It will not attribute a decision to a person without the decision document in hand. The same discipline applies to Queenstown Lakes District Council and its elected members: institutional role described, individual positions not asserted.

These are not courtesies. An unsourced claim about a Minister or a councillor would discredit every sourced figure on this site, and would hand the strongest available argument to the people we disagree with.
