Listening first: community conversations shape the priorities Stuart takes forward.
Hawke’s Bay is home. It is where we raise our families, build businesses, care for neighbours and get on with the job when times are tough. I am running because this region deserves a strong, practical voice—one that understands our communities and is prepared to stand up for them. Across Napier and the wider Bay, people tell me they want safer streets, resilient infrastructure, better access to health care and real opportunity for the next generation. Those priorities are not abstract policy points; they shape daily life, and they demand focused leadership.
What drives me is simple: service, progress and pride in this place. I will listen directly, speak plainly and work with anyone who can help deliver a better result for Hawke’s Bay. I will advocate for the investment our region needs, back local enterprise and ensure our communities are heard when decisions are made. I will not promise that every challenge has an easy answer. I do promise energy, honesty and persistence—and to keep Hawke’s Bay at the centre of every decision. This campaign is about our shared future, and I would be honoured to earn your support.

2008 — Entered Parliament as a Labour list MP. After leaving in 2011, he returned from the party list in 2013, beginning a second chapter in national politics.
2014 — Won the Napier electorate, shifting from list representation to a direct local mandate. He retained the seat at the 2017 and 2020 general elections.
2017 — Joined the executive, serving in portfolios that included Police, Fisheries, Revenue and Small Business, and later Forestry.
2020 — Appointed Minister for Economic and Regional Development, Forestry, Small Business and Tourism in the Sixth Labour Government.
2023 — His ministerial service ended in March. He completed the parliamentary term and did not contest the October general election.

Economic growth should translate into good local jobs, stronger household incomes and thriving town centres. That means backing growers, manufacturers, tourism operators and small businesses while making it easier to invest, hire and train. Regional procurement can keep more public spending in Hawke’s Bay, and closer partnerships with employers, councils and training providers can give young people clear routes into skilled work. Better transport and digital links will help firms reach customers, lift productivity and build resilience.
Growth must be matched by security and responsible stewardship. Communities need visible, coordinated action on repeat offending, youth disengagement and the pressures that make families vulnerable. At the same time, forestry and land-use decisions must protect waterways, productive soils and communities exposed to storms. Clear standards, robust enforcement and practical support for better planting, harvesting and clean-up can reduce risk. The aim is balanced leadership: creating opportunity today without passing avoidable costs to tomorrow.

Yet the response has shown the strength of neighbours, volunteers, iwi, businesses and frontline teams working side by side.
